One Third of Ukrainian Communities Have Not Introduced a Tourist Tax

Almost one third of communities in Ukraine have not introduced a tourist tax, which brought local budgets 174.9 million UAH in the first half of 2026. The State Tax Service (STS) plans to expand the administration of the tax, as 20-30% of the tourism market operates in the shadow economy. From January to June 2026, revenues from the tourist tax increased by 22.6% compared to the same period last year, amounting to over 6,100 taxpayers. The STS notes that communities are missing out on income due to unregistered providers of temporary accommodation services, such as hotels and guesthouses. The tax service is working on implementing the tax in communities where it is not yet in effect. A pilot project has been launched to improve administration in four communities in the Khmelnytskyi and Chernivtsi regions, which includes data exchange and payment monitoring. From January to May 2026, local budgets received 161.8 million UAH from the tourist tax, which is 22.6% more than last year.
