Simplifying Access to Ukrzaliznytsia Lands for Mobile Operators
In Ukraine, there are plans to simplify the procedure for allocating railway lands for the installation of mobile operators' equipment. This aims to address the issue of poor mobile communication and internet access while trains are in motion. Oleksandr Haiduk, the head of the Verkhovna Rada Committee on Agrarian and Land Policy, stated that the structural features of train cars shield the signal, necessitating the placement of equipment along the tracks. Current legislation lacks an effective mechanism for utilizing land for these purposes, which delays the approval of documents between JSC Ukrzaliznytsia and telecom operators for years. It is expected that creating a legal framework for a simplified procedure for placing electronic communication facilities will establish transparent cooperation rules, reduce the time needed to obtain permits, and eliminate bureaucratic barriers. This will enable operators to deploy networks more quickly and provide passengers with stable mobile communication during their journeys. The deployment of coverage along routes will accelerate investments in telecom infrastructure and ensure access to digital services.
