Kazakhstan Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Ghaslan Madiyev met Binance founder Zhao Changpeng on September 4, with the two sides signing two cooperation memoranda tied to digital assets, computing infrastructure and payment development in the country.

According to the disclosed meeting summary, Madiyev and Zhao discussed Kazakhstan’s digital economy, new technologies, and the buildout of digital and computing infrastructure. During the visit, the Kazakh delegation presented the concepts for CryptoCity in Almaty and a Data Center Valley project, along with planned cooperation between Binance Pay and banks in Almaty.

The first memorandum focuses on digital assets, digital and computing infrastructure, and payment innovation. Its stated areas include the issuance of stablecoins in Kazakhstan, improvements to digital-asset payment infrastructure, and optimization of related tax and judicial systems. The second memorandum covers cooperation under the framework of an investment tax resident program.

The announcement does not say whether the memoranda are binding, which entities would issue any stablecoins, how Binance would be involved operationally, or when any banking, regulatory or infrastructure measures could be launched. No product structure, legal framework, licensing path or rollout sequence was disclosed.

Zhao also visited education initiatives including TUMO Astana and Tomorrow School at Astana Hub. That part of the visit suggests the discussions extended beyond crypto payments into broader digital talent and technology development, though no separate agreement tied to those projects was announced.

Why It Matters

The significance of the meeting lies in Kazakhstan linking digital-asset policy, payment rails and computing infrastructure in a single government-level discussion with one of crypto’s most visible industry figures. That places stablecoins and crypto payments in a broader state-led digital modernization agenda rather than treating them as a narrow trading-market issue.

If Kazakhstan follows through with formal policy changes or pilot programs, the move could become a test case for how emerging markets structure crypto payment infrastructure alongside banking cooperation, legal adjustments and domestic digital infrastructure planning. For now, the memoranda show direction, but not execution.
