    Amazon Plans Power Plant That Could Be the Largest Polluter in the U.S.

    The plant that could break all emission records in the U.S.

    Amazon is planning a data center in Pecos County, Texas, with a feature that contrasts with the company's environmental rhetoric. The project includes a natural gas plant on-site, with permission to emit up to 33 million tons of carbon dioxide per year. If confirmed, this volume would exceed that of any other plant currently operating in the United States.

    To put it in perspective: 33 million tons is more than the annual emissions of entire countries like Croatia or Uruguay, according to data from the International Energy Agency. A single private facility, operated by a technology company, rivaling sovereign nations in climate pollution.

    The company confirmed that the data center will be powered by on-site energy generation and emphasized that the operation "will not raise electricity costs for Texas families." The concern over energy tariffs is not trivial: data centers face growing political opposition precisely because of the impact they have on regional power grids and prices for residential consumers.

    Amazon's emissions rose 16% with the AI rush

    The project in Texas does not exist in a vacuum. It is part of a clear trend: Amazon's carbon emissions have already risen 16% in the last reported year. This direction is contrary to the commitment the company made to achieve net-zero emissions by 2040 when it co-founded the so-called Climate Pledge.

    A company spokesperson acknowledged that "the world looks different now than when we co-founded the climate commitment," but insisted that "our commitment has not changed." The statement reveals the central dilemma facing big tech companies at this moment: artificial intelligence consumes brutal amounts of energy, and the infrastructure for clean generation simply cannot keep pace with the demand.

    Training a single large language model can consume energy equivalent to hundreds of homes over a year. When it comes to operating these models at scale for hundreds of millions of users, the numbers multiply. As we detailed in our analyses of the impact of AI on global infrastructure, this is an equation that still does not add up for any of the major companies in the sector.

    Why natural gas and why Texas

    The choice of natural gas is not accidental. Among fossil fuels, it emits less CO2 per unit of energy than coal or oil. But "less bad" is far from being "good" when it comes to a plant with permission for 33 million tons annually.

    Texas, in turn, offers regulatory advantages. The state has a deregulated energy market, vast and cheap land in regions like Pecos County, and a history of welcoming large industrial projects without imposing strict environmental restrictions. It is no coincidence that the state already hosts a growing concentration of data centers from other big tech companies.

    The problem is that this strategy shifts the environmental cost to the community. While Amazon operates its cloud services (AWS) with profit margins exceeding 30%, the effects of emissions are distributed globally. It is the classic case where profit is private and the liability is socialized.

    The climate dilemma of big techs in the AI era

    Amazon is not alone. Google, Microsoft, and Meta face the same impasse. All have set ambitious decarbonization targets in the past decade, before the explosion of generative AI completely reconfigured their energy needs.

    Microsoft, for example, has seen its emissions rise 29% since 2020, according to its own sustainability report. Google admitted that its emissions grew 48% in the same period. As we explored in our coverage of the financial impacts of the energy transition, the market has yet to adequately price the regulatory risk these companies may face if governments decide to charge for pollution.

    Some alternative bets exist. Microsoft has invested in nuclear energy with the reopening of the Three Mile Island plant. Google has signed contracts with nuclear fusion startups. Amazon itself has already invested in wind and solar energy projects. But none of these solutions deliver energy at the scale and speed that the new data centers require now.

    What is at stake for investors and the planet

    For those following the technology sector as an investment, Amazon's case illustrates a growing risk. ESG (environmental, social, and governance) commitments are being tested by operational reality. Funds that use sustainability criteria may reassess their positions if emissions continue to rise.

    There is also political risk. Data centers already face moratoriums in regions of Ireland and the Netherlands. In the United States itself, local communities are beginning to question the impact on the power grid and the environment. A plant that emits more CO2 than any other in the country is likely to amplify this type of resistance.

    The scenario is paradoxical. The same artificial intelligence that promises to optimize supply chains, reduce waste, and accelerate research into clean energy is, in the short term, drastically increasing the carbon footprint of the companies developing it. Resolving this contradiction is perhaps the greatest non-technical challenge facing the technology industry this decade.

    The spokesperson's statement from Amazon sums up the tension well: the commitment has not changed, but the world has. The question is whether the planet can wait until clean solutions catch up with the ambitions of big techs.
