Ukraine and Armenia Increase Quota of Permits by 30%

Ukraine and Armenia have increased the quota of universal permits for international road transport by 30%, adding 600 units. The countries will also begin preparations for a new agreement on the gradual liberalization of transport. The agreements were reached at a meeting of the Joint Ukrainian-Armenian Commission on International Road Transport. The First Deputy Minister for Restoration, Infrastructure and Transport, Sergey Derkach, noted that the increase in the number of permits should reduce costs for carriers and simplify international routes until the new agreement comes into force. From July 14, 2026, vehicles with a maximum permissible weight of up to 44 tons, registered in the countries of the ECE and CIS, will be exempt from road fees for bilateral and transit transport in Armenia. Additionally, Ukraine and Armenia have agreed for the first time to exchange permits for irregular passenger transport, which will expand bus services between the countries. In 2026, Ukrainian carriers will gain access to the markets of more than 40 countries due to liberalization policies.
