Wall Street Considers Community Opposition as Credit Risk for Data Centers

Wall Street banks financing AI data centers are increasingly factoring in local opposition when deciding on project financing. Protests and permitting disputes are raising concerns about potential delays or cancellations. Lenders traditionally assess technical, environmental, zoning, insurance, and financial risks, but now also consider community issues such as electricity costs, water use, noise, and data center size. Bank of America infrastructure finance chief Karen Fang emphasized the importance of community support for project readiness. In the first quarter of 2026, at least 75 data center projects worth approximately 130 billion dollars faced local resistance. Goldman Sachs projected over 5 trillion dollars in AI infrastructure spending by 2030. Organized opposition to data centers is growing, with nearly 40 arrests linked to protests in 2026. In July, demonstrators held 142 protests across 42 states, raising concerns about resource use and community impact. Additionally, at least 15 states are considering moratoriums on data center construction. However, Brookings researchers warned that halting construction could harm the digital economy and create financial issues for firms, advocating for responsible regulations instead.
